The Nuffield Foundation has published a report reviewing the evidence on the quality, effectiveness and sustainability of early childhood education and care. The report concludes that the current system of early childhood education and care has grown exponentially over the last 25 years, from limited availability in the mid-1990s, and is now “dysfunctional”. It sets out the need for a review to provide clarity on the purpose of early childhood education and care and how it can better meet the needs of children and families.
