The Commission on Young Lives Panel has published its final report setting out a national plan to protect and support children at risk of exploitation and harm in England. The report brings together prior thematic reports and presents a policy framework for supporting vulnerable children and families. Proposals put forward include: introducing a new ‘Sure Start’ programme for teenagers in areas of greatest need; a reform of the children’s social care system; and an extension of secondary school building opening hours to provide safe and appealing places for teenagers.
